Certificate of Professional Competence (CPC)

Companies or individuals who apply for goods or passenger transport O-Licences must employ, or themselves be, a CPC holder. The CPC is available at national and international levels and candidates are required to pass examinations in the specified combination of modules to achieve a National or International Certificate of Professional Competence. In order to gain the International Certificate candidates must first obtain the National Certificate.
 
The examinations are only available in March, June, September and December each year and are set and administered by Oxford, Cambridge and the Royal Society of Arts Examinations Board (OCR) and are equivalent to NVQ Level 3 (degree level). Course notes, examination fees, lunches and refreshments are included in the course fees.
 
Courses are held prior to each examination and residential facilities can be arranged with local hotels: our aim is to make this very intense and demanding course as enjoyable for the candidates as possible.
 
Please note: this course is not to be confused with the Drivers CPC.
 

These qualifications are designed to meet the requirements of the Goods and Passenger Vehicle (Licencing Operators) Act (1955), implementing Council Directive 98/76/EC of 1 October 1998, amending Directive 96/26/EC on admission to the occupation of road haulage and passenger transport operators.

The aim is to test the professional competence of applicants for Goods and Passenger Vehicle O-licences (Road Service Licence in Northern Ireland) and their nominated transport managers, and is designed for people who need or wish to hold the pre-requisite qualification of professional competence for Operator Licencing.

Available: national and international levels

Requirements: candidates must pass the specific combination of units to achieve a National or International Certificate of Professional Competence. The CPC assess skills at level 3 of the national framework of qualifications and are equivalent in demand to NVQ Level 3 (Advanced).

There are no formal requirements for entry but candidates will be expected to have a level of numeracy and literacy appropriate to an A-Level, with a level of industry knowledge. Only current legislation will be tested and the module examinations are both multi-choice and case study.

There are seven units for the CPC:

National Road Haulage Certificate
Unit 1 = core module paper and Unit 2 = multi-choice paper and Unit 4 = case study paper

International Road Haulage Certificate
Unit 6 = direct answer + case study paper

National Passenger Certificate
Unit 1 = core module paper and Unit 3 = multi-choice paper and Unit 5 = Case study paper

International Passenger Certificate
Unit 7 = Direct answer + case study paper

Candidates must pass a national examination before taking an international examination. These examinations are only available on four days of each year - in March, June, September and December - and we provide training prior to each exam. The national course is ten days in duration and the international course lasts for four days. Examinations are all taken on the same day.
