CPC (Certificate of Professional Competence) in Road Haulage

Level 3 for Transport Managers - 2012

OCR’s new CPCs in Road Haulage and Passenger Transport will both consist of a single multiple choice assessment and a single case study assessment.  Both elements will test national and international knowledge/application. So, to achieve a new international CPC, candidates will only need to take two units.

To coincide with examination dates, Norfolk Training Services Ltd will offer 4 training courses per year together with optional course revision days. The courses will be of 10 days duration and our dates for 2012 are as follows.

As Norfolk Training Services Ltd premises are a designated examination centre, candidates can sit their exams here without having attended training. Under such circumstances, an administration fee of £10+VAT will be charged in addition to the exam fee.

Qualification Structure

The principal developments so far have involved:

            •           the syllabus

            A syllabus working group has now completed the development of the combined syllabuses for both freight and passenger qualifications.  They are based directly on the subjects listed in Annex 1 of EU Regulation 1071/2009. Where subjects were previously duplicated in both the National and International syllabuses, they have now been brought together. It has also been possible to remove one or two items from the previous National syllabus (for example detailed questioning on Lighting Regulations) altogether.  OCR has recently released the draft syllabuses.

            •           the examination structure

            The new structure will comprise 1 x 2 hour multi-choice examination covering topics from the previous Unit 1, 2 and 6 syllabuses and 1 x 2 hour case study examination.  The case study examination is likely to contain the odd question with an international flavour – for example, a driver’s schedule for a journey to another EU Member State – but there will be no case study questioning on topics such as international customs and transit procedures in the freight discipline.

            It has been confirmed that there will be no” weighting” of the marks available for each of the two examinations.  OCR has decided to go with a 60 question multiple choice examination and a 60 mark case study paper.  Keeping the current nominal pass marks of 70% and 50% respectively will allow the 60% overall pass mark required by the Regulation to be achieved most simply.

            The case study structure is confirmed as 5 and 8 questions on a paper with a maximum of 12 marks for any one question and a minimum of 7.  60 marks for the case study represents a significant reduction from the current 90. 

            With regard to mark allocation, most case study marks were historically awarded to candidates for writing down simple facts.  In future, examinations will require candidates to outline courses of action and to provide reasoning to justify those courses of action.  OCR recognises this change and has illustrated this in the sample assessment material due for release so that centres can see how future questioning will be structured.

            Given the significant reduction in the number of questions to be answered, pre-release has been abandoned and that candidates will have to use some of the two hours of exam time for reading and analysing the material.  In the case study examination only, students will be able to take any paper based material into the examination for reference.                    

            •           existing CPC holders

            It has been confirmed that existing National CPC holders may continue to use their qualification on Standard National ‘O’ licences.  Only holders of National CPCs who wish to be nominated on an International ‘O’ licence will need to take an extra examination to add the international aspect to their CPC.  Such people will be able to take current Unit 6 examinations during 2012 (and possibly even 2013) in order to trade up.
